Both parties must personally appear at the Recorder's office together.
Social Security numbers and original signatures are required from both
parties.
The marriage license is valid for only 30 days from the date of issuance and can be
used anywhere in the state of Missouri.
You are responsible for delivering the license to the person who
solemnizes your marriage. The officiator must complete the bottom
portion of the license, have two witnesses sign it, then return it to
the Recorder's office within fifteen days of the wedding. The license
then is recorded, filmed for preservation and remains on file
permanently in the Recorder's office.

QUALIFICATIONS:
- Applicants must be at least 18 years of age to obtain a license without
parental consent, proof of age may be requested.
- Applicants at least 15 years of age may obtain a license with the
consent of their custodial parents at the time of application.
- Previously married applicants must provide the date their last marriage
ended.
- Blood tests are not required.

1. It is the public
policy of this state to recognize marriage only between a man and a
woman.
2. Any purported
marriage not between a man and a woman is invalid.
3. No recorder shall
issue a marriage license, except to a man and a woman.
4. A marriage between
persons of the same sex will not be recognized for any purpose in this
state even when valid where contracted.
PLEASE NOTE:
THIS LICENSE IS VALID FOR THIRTY (30) DAYS AFTER DATE OF ISSUANCE
**ATTENTION** Please print or type the names of the
witnesses and the person who performs the ceremony under their
signatures.
After the marriage has been solemnized the Marriage License must be
returned to the Recorder's Office within 15 days (RSMo 193.185) where it
will become permanent record. The Marriage Certificate that you
receive at the time the ceremony is performed is for your personal
record and is not considered a legal document. You will need to
obtain proof of your marriage for changing your name on your driver's
license or Social Security records.
To obtain proof of your marriage you will need to come to our office or
contact us by mail. There are two options for proof. A
Certified Copy, which costs $9.00, is a photocopy of your license with
our certification, signature and seal affixed. A Recorder's
Certification Letter, for $2.00, which certifies to the facts of the
marriage, is on our letterhead with signature and seal affixed.
Either will suffice for local use. For use outside of the Franklin
County area you will probably need the Certified Copy.
If you are unable to come in to the office for your copy, you may mail
cash, personal check or money order along with a self-addressed, stamped
envelope to:

Be sure to include with your request, the Groom's and the Bride's names
(as they appear on the license) and the date the marriage took place.
In the event the wedding does not take place, the Marriage
License MUST be returned to the Recorders Office marked "UNUSED." Do
Not Destroy!
